Barangay Umapad residents in Mandaue City blames the construction materials that the government gave them were substandard, which caused fire in the residential area. More than 500 families lost their houses during the fire ;ast May 25. City Administrator Briccio Joseph Boholst reiterates that the construction materials were not substandard. However, if the materials indeed were substandard, they can be replaced by the Civil Welfare Service for free. The problem is that the Civil Welfare Service cannot check each and every material.
